The development of Cypress Village will be gradual over a 20 to 25 year period. During that time, other changes such as residential development in the Sea-to-Sky Corridor and the rest of the North Shore, as well as increased passenger volumes on BC Ferries will also contribute to increased traffic volumes in West Vancouver.
Cypress Village is part of British Pacific Properties (BPP)’s giant swath of land in West Vancouver that the company has owned since 1931. It is backed by the Guinness family of beer fame and is known for its large-scale projects like the Lions Gate Bridge, Park Royal Shopping Centre, and most recently the Rodgers Creek area.
BPP wants to develop the Cypress Mountain village as a more multi-use and more dense project than it has done in the past. It is looking for a consultant to help with one of the initial stages, which is zoning and finding a balance of residential units that connects with green space, says Donna Powers, spokesperson for the District of West Vancouver.
The rezoning for Cypress Village will allow a mixed-use village with mainly multi-family housing (including apartments and townhouses), plus some small single-family houses, employment space, and community facilities. It is also aiming to create a transit-oriented neighbourhood, served by an independent bus service operated by BPP on the first day of development.
It is not clear how many homes will be built in the village or how many people will live there at full buildout, but BPP says it will have some affordable housing options. Its development partner, Park Royal North, is working on plans for micro rental units in the area and Translink has already approved the idea of creating a transit service to connect the new community with downtown Vancouver.
According to a transportation analysis, the impact of Cypress Village on traffic congestion is not materially greater than it would be under the existing zoning. Travel times will increase slightly, but they will be mainly due to other changes in the area, including increased travel from the Sea-to-Sky Corridor, other parts of the North Shore, and other regions of BC.
